Business Applicants destined for Québec

The Québec and Federal governments share jurisdiction with respect to immigration. The Canada-Quebec Accord gives Quebec the right to select its business applicants using its own criteria.

Quebec is responsible for selecting investor immigrants and Canada is responsible for their admission.

The authority of Quebec over selection is exclusive and is exercised according to criteria it has adopted in light of its needs from the standpoint of immigration. Citizenship and Immigration Canada admits to Quebec solely those investor immigrants that Quebec has selected.

To be selected, an applicant must satisfy the prerequisites of one of the three immigration programs established by the Quebec government.

To be selected by Quebec as a business immigrant, an applicant must undertake to make an investment that will generate significant economic benefits for Quebec. There are specific eligibility requirements for each of the three programs for business immigrants: Entrepreneur Program, Investor Program and Self-employed Worker Program.
